Job Description
A. KEY RESPONSIBILITIES
1. Vendor management
- Maintain vendor database on a regular basis to ensure the criteria for qualified information is adhered (availability, adequacy, correctness and up-to-dated);
- Develop sourcing strategies and supplier diversify program;
- Monitor, evaluate and improve vendor performance on a continuous basis;
- Maintain good relationship with vendors and re-negotiate prices on a regular basis.
2. Procurement of goods and services
- Assist in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and costing;
- Provide guidance for departments to process small value purchases as regulated in Procurement process;
- Draft an appropriate service level agreement to properly evaluate the performance of suppliers, report on this on a regular basis;
- Work with internal stakeholders (teachers or operations staff) to determine procurement needs, quality and delivery requirements;
- Responsible for order placement timing, supply / demand alignment, material replenishment and supplier performance;
- Payment terms negotiation, optimization and management;
- Keep track of order pipeline systematically on a regular basis.
3. Procurement planning
- Assist in developing annual procurement plan;
- Control and monitor expenses against approved budgets;
- Cost saving budgeting and targeting.
4. Documentation & asset registration on the system
- Archive contracts on department shared drive and secured physical storage;
- Maintain contract management database;
- Register new asset on Asset Management System and generate asset code for Property management team.
5. Reporting and other projects/tasks as assigned by Department Head
- Administration and reporting as necessary;
- Support periodic management reporting to track / monitor historical purchasing activities for continuous improvement;
- Handle ad-hoc tasks.
B. JOB REQUIREMENTS
1. Education
- Bachelor degree in Business Administration, Foreign Trade, Commercial or equivalent.
2. Experience (type of)
- Minimum 1 year’s relevant work experience in an educational/ MNC environment;
- Familiar with financial systems, procurement and contract management systems is an advantage;
- Computer literacy qualification is essential.
